Lony Mugisha

Chief Executive Officer

Lony Mugisha has been working in the field since 2012 as Case Manager serving homeless and adults with disabilities at UDAF 29 in France. In 2014, Lony actively engaged with the LGBTQ+ community, focusing on various aspects of health promotion and harm reduction. This included initiatives aimed at mitigating risks associated with HIV transmission and substance abuse, particularly within the LGBTQ+ community.

Driven by dedication and passion for serving others, he continued working with adults with disabilities in Maine when he moved to the US in 2018. He first served as DSP, then House Supervisor, and most recently as Program Manager. At Lighthouse Health Services, Lony enjoys combining strategic planning with his education in social work to help the agency run smoothly and focus on supporting individuals live meaningful lives. Lony holds a Master’s Degree in Social Work from Western Brittany University in France.

Amy Burns

Director of Residential Services
After earning her Bachelor’s of Science degree in Mental Health and Social Services, along with certifications as a Mental Health Rehabilitation Technician – Certified (MHRT-C) and a Substance Abuse Rehabilitation Technician (SART), Amy began her career serving the community as a Case Manager for Adult Behavioral Health Homes. She later expanded her work to support individuals receiving services under Waivers 17, 19, and 29.
Amy joins Lighthouse Health Services with extensive experience and specialized knowledge in Waiver 21 Residential Care. She previously served for several years as a Program Administrator at a large residential agency supporting adults with autism and intellectual and developmental disabilities (IDD). A committed advocate, Amy is passionate about protecting the rights of those unable to advocate for themselves and works diligently to promote inclusion and community integration for all.

Francine Mugisha

Director of Finances

Francine Mugisha is a graduate of Lac Tanganyika University (Burundi) in Legal Studies. She joined the National Conservatory of Arts (CNAM) in France where she studied Human Resources. Since she moved to Maine, Francine has supported Adults with disabilities, working as DSP in two local agencies. At Lighthouse Health Services, she is responsible for managing the financial aspects of the company. Her role is critical in shaping the financial direction, making sure all the transactions are conducted smoothly and funds are used efficiently. In her spare time, Francine enjoys watching movies and spending quality time with her husband and their two sons.

Ron Simoneau

Facilities Department

With a wealth of experience in Real Estate and property management, Ron Simoneau plays a crucial role as an essential member at Lighthouse Health Services. With meticulous attention to detail, Ron is responsible for overseeing logistics and maintaining property rentals, ensuring that safety and compliance standards are consistently met across all Lighthouse Health facilities. His expertise ensures that the organization’s properties are efficiently managed and optimized to support the delivery of high-quality services.
